SWANA's 2010 International Board Officers
SWANA’s Officers for 2010 were announced at WASTECON 2009 in Long Beach, California. A new Technical Division Executive Committee Representative was also named. They are as follows:
President: John S. Hadfield
John is a retired former executive director of the Southeastern Public Service Authority (SPSA) in Chesapeake, Virginia. John had been an executive with SPSA for 30 years—first as deputy executive director and then as chief executive officer/executive director. He was responsible for managing the SPSA’s solid waste management system, which includes waste-to-energy, landfilling, landfill gas-to-energy, yardwaste composting, curbside recycling and other recycling programs, household hazardous waste collection, and environmental education programs. Through its integrated waste management system, the SPSA put 50% of the waste it managed to beneficial use.

Under John’s direction, the SPSA has achieved “E3” certification with the VA Department of Environmental Quality, and the SPSA also achieved ISO 14001 certification, making the agency among one of the first public-sector organizations in the country to achieve this organizational designation. John has a distinguished record in the solid waste management industry, including receiving SWANA’s Certificate of Professional Achievement and SWANA’s Distinguished Achievement Award. John has been active in SWANA for more than 10 years and is one of the founding members of SWANA’s Applied Research Foundation (ARF). He has also served as technical division director for SWANA’s Planning and Management Division before becoming an officer.

Vice President: Sara Bixby
Sara is the director of the South Central Iowa Solid Waste Agency in Tracy, Iowa. She has worked for 20 years in the solid waste industry. For the past several years, Sara has run a four-county regional solid waste agency in rural Iowa. As director, she negotiated the purchase of an MSW transfer station, marketed services to expand the SCISWA’s wastestreams and revenue, and is now working through a long-term design and construction plan for the 600-acre landfill. Prior to joining the SCISWA, she worked as a recycling coordinator developing collection and processing programs and spent 10 years working for engineering/consulting firms specializing in solid waste planning, policy, and business/financial analysis for public agencies. Sara has been a member of the Iowa chapter of SWANA since 1997, served on the Chapter Board, and is the former editor of the chapter newsletter.

Treasurer: James D. Warner
Jim is the executive director of the Lancaster County Solid Waste Management Authority in Lancaster, Pennsylvania. In this position he directs all authority activities, including operations, planning, finance, recycling, engineering, and construction. He has over 24 years experience in the solid waste industry. With an annual operating budget exceeding $55 million and assets in excess of $200 million, the authority’s system managed over 600,000 tons of waste in 2008. The authority’s waste system includes a 1,200-ton-per-day, mass-burn, waste-to-energy facility, a 2,000-ton-per-day landfill, a 3.2-MW LFG facility, a new 2,200-ton-per-day transfer station, and a drive-through permanent household hazardous waste facility. In 2006, Jim guided the authority in becoming the first public environmental organization to join the Chicago Climate Exchange. Their integrated system also achieved ISO 14001 certification in recent years. Jim has been very active in SWANA for many years, serving as past Keystone Chapter president and director of SWANA’s Planning and Management Technical Division.

Anne is the chief of engineering and technology at the Delaware Solid Waste Authority (DSWA) in Dover, Delaware. She has worked for 19 years in the solid waste industry. For the past 10 years she has run the environmental and engineering group for the DSWA. She oversees the engineering, capital improvement program, environmental monitoring, landfill gas operations, and information technology. Prior to joining the DSWA, she worked as an engineer in charge of recycling, solid waste management planning, and solid waste systems for a county in Maryland. Anne has been a member of the Mid-Atlantic Chapter of SWANA since 1994, having served on the chapter board, including as the Mid-Atlantic Chapter president. Anne has a notable record in the solid waste management industry, including receiving the SWANA Landfill Division’s Distinguished Individual Achievement Award in 2007. She has served as technical division director for SWANA’s Landfill Division, contributing papers at its symposia and at WASTECON. Subsequently, she served as the technical division representative to the executive committee.

Technical Division Executive Committee Representative: Pamela F. Gratton
Pamela is the manager of recycling and planning for the Division of Solid Waste Collection and Recycling with the Fairfax County, Virginia, Department of Public Works and Environmental Services. She is responsible for the management of the county’s residential and business recycling programs and overall panning of and support for the county’s solid waste management program serving over one million residents. Prior to Fairfax County, Pamela worked for Wheelabrator Water Technologies, where she was responsible for all legislative and regulatory issues affecting the beneficial use of biosolids at the federal level and in 25 states. Pamela joined SWANA in 2001 when she started with the county and was elected as a member of the executive board of the SWANA Virginia Chapter. She was the membership coordinator of the chapter and later was elected as the director of the Waste Reduction, Recycling and Composting Technical Division and managed the division’s activities for two years.
